The Locomotive Division structure consists of the Divisional State President, Divisional State Secretary, Divisional Assistant Secretary, Divisional State Vice President and seven Divisional Councillors.
The State Executive of the Division represent members from the Locomotive Division whilst the Divisional Councillors are responsible for the affairs of their Division which covers the various Victorian enterprises.
Sub-committees are established in depots throughout the state.
The policymaking body of the Locomotive Division is called the Divisional Council, which comprises of the State President, Vice President, Secretary, Assistant Secretary, and Divisional Councillors who are elected from the various rail enterprises. Divisional Council Meetings are held at least bi monthly at the State Office of the Union. It is the responsibility of the Council to see that all policy reflects the wishes of the majority of members.
